    I think we're talking about frame time, not frame rate. I think the big problem is that 95th percentile is not a high enough percentile to represent playability. 99.9th is maybe enough, if it is higher than 1/60s then that means you will have a frame drop at least once for every typical 1000 frames or at least once for every typical 16.666…6s . If you're shooting for 120Hz, then if it's higher than 1/120s then you'll have a frame drop at least once for every typical 8.333…3s.
