Is what is intel gen7/7.5 and what is gen 8/9?
I have a haswell chip and I know it is generally referred to as 4th gen core-i processors, and I know Broadwell is 5th gen core-i processors.
But I feel like that is unrelated to the gens in that table.

This is referring to gpu gens (which are only used internally at intel, not in their marketing materials), not cpu gens.

7 = ivy bridge, 7.5 = haswell, 8 = broadwell, 9 = skylake

Something must be wrong with your boxen. I have wonderful experiences with Intel drivers on a Toshiba Core-i3 IvyBridge laptop and a Intel Core-i3 Broadwell NUC.

No flashing browsing the web (Using Chrome) and of my three monitors is using VGA connection without a single issue.

These machines are running Fedora 23 with all updates. Including functioning VA-API, VDPAU support.

Lucky boy! I'm on more recent hardware - i5 w/ skylake GPU. I've used everything from Sabayon's default kernel / mesa to building both from git. I've never had a stable Intel setup, though I admit that such a beast might in theory exist. Here's kernel messages from a regular day:

Running a Macbook Pro here with Skylake. I can confirm the flashing screen issues. Seems to be related to the wireless cards. It's a bizarre situation. Certain networks, certain card settings make it flash. Kernels 4.6/4.7 are completely stuffed. Kernel 4.5 is half working/half broken.

It looks like power management related.
Have you tried either disabling rc6 states or at least don't allow it to go into deep rc6 states?
Perhaps, more generally, have you looked at the i915 parameters? I know skylake has different ones available than my Harwell, but it's look at the what systool tells you.

Lucky boy! I'm on more recent hardware - i5 w/ skylake GPU. I've used everything from Sabayon's default kernel / mesa to building both from git. I've never had a stable Intel setup, though I admit that such a beast might in theory exist. Here's kernel messages from a regular day:

Both Chromium and Firefox flash insanely - particularly around banner ad content ( yeah, I know, don't visit sites with banner ads ... ... ... ), and particularly when scrolling. I also get banded white-noise-overlay-type corruption when plugging in / unplugging a VGA monitor. Luckily, full GPU lockups ( ie that require a hard reboot ) seem to be rarer these days, but they certainly happen ( once every couple of days ). To be honest, I can deal with occasional lockups, but the web-browser-flashing issue is infuriating. Half the work I do these days is in a web browser.

Lucky boy! I'm on more recent hardware - i5 w/ skylake GPU. I've used everything from Sabayon's default kernel / mesa to building both from git. I've never had a stable Intel setup, though I admit that such a beast might in theory exist.

I really hope to be able to buy a Zen laptop next time because I'm tired of the countless Intel bugs. I even encountered one which caused me countless disk corruptions. Still not 100% sure i915 is the culprit, but when I will finally find the time to bisect I'm will trow every Intel GPU out of my window if it ends up being i915 to one to be blamed.
