Why not release the next version as 11.4, and hold off on 12.0 until OpenGL 4.5 is ready?

We bump the major version whenever Mesa supports a new OpenGL API version. I believe RadeonSI made it to 4.3, hence this would be Mesa 12. It's also the first release with Vulkan support on Intel.

Technically no driver has made it to 4.3, since the UE4 bug(s) prevents that setting to be checked in for now
