Vulkan is low level therefore it's implementation will take way less time. Also good thing pointing out that these days there's big army of developers working on Mesa/Gallum3D/open source drivers (even RedHat have tuned in). It is out of various reasons - some of them have to do with Valve activities, but some of them are tied with Linux becoming more gaming friendly platform in general.
So I expect Vulkan taking 1 - 1.5 years to implement and getting into good working condition for open source drivers, and with OpenGL on Linux soon surpassing Mac OS X (who's stuck at 4.1) we are looking at relatively bright future indeed.
