Intel Graphics are a Joke, please use it on some review to compare against even onboard graphics (nvidia 8100/radeon hd 3000 or newer). Or against low profile cards like gts 410/420 or something like that... Soo everybody will laught of intel.

Intel has very nice video hardware accelleration including encoding (not for Atom/Celeron/Pentium) support via vaapi. vainfo even reports:

      VAProfileH264MultiviewHigh      : VAEntrypointEncSlice
      VAProfileH264MultiviewHigh      : VAEntrypointVLD

which stands for H264 MVC which is used by 3d BluRays in the SSIF subfolder (suffix ssif). I still don't know how to play those files, but at least I know it would be accellerated.

Depends on which Atom/Celeron/Pentium you're talking about. Baytrail based ones have fully functional vaapi support. Multiview isn't there, but the rest is. This is on my Celeron N2806 netbook:

Careful using radeonsi benchmarks as reference for hardware performance, driver isnt any where near the level of support / speed as r600g

Hopefully Skylake at least will support Vulkan, even if not out of the gate. Although ideally it should be from Haswell and up.
