Higher C states indicate higher power savings. For example, C0 is completely active without power-gating while C6 and C7 have non-retention modes to shut down silicon that isn't used while idle. If you're on Intel, you can use tools like i7z to monitor what percent each C-state is used during a time sample, per core.

As a note on these patches, I'm super excited about what type of performance we'll get. Having a fair, low-latency render scheduler is a good way to get the most out of an already low bandwidth GPU. I hope AMD is taking a look and implements something similar for their Radeon GPUs if they haven't already.
