becauses works like garbage, weak performance and many things simply does not work with their drivers

Some people actually do. Many corporate dev laptops have Intel graphics, and many of those devs do OpenCL based components. They want to test them locally before pushing them up into Jenkins for integration testing. And corporate development is not always about the latest stack release.
