This is supposed to be an API to reuse code across devices, however, it includes Intel MKL, which intentionally disables optimizations on non-Intel CPUs. Unless Intel has fixed this in the oneAPI version of MKL, this doesn't make sense for any application that actually wants to work across devices (of different vendors).
