Phoronix: Linux 5.1 Is Offering Up Some Performance Improvements, At Least For Cascade Lake

It's been busy recently testing Intel's new Xeon Platinum 8280 Cascade Lake processors as well as the in-development Linux 5.1 kernel following the recent closure of its merge window. Interestingly, at least for this combination, Linux 5.1 is running even faster for these new Cascade Lake processors in some workloads...

I updated to kernel 5.0.6 and get stuck on "fb: switching to amdgpudrmfb from VESA VGA" at boot on AMD RX560, KDE neon.
Otherwise it works on kernel 4.18.0-17
On kernels 4.19 and 4.20 I get stuck on "Loading initial ramdisk"

on KDE neon (based on Ubuntu 18.04)
like I said on kernel 4.19 and 4.20 I get stuck on "Loading initial ramdisk" on 5.0.6 "fb: switching to amdgpudrmfb from VESA VGA"
I have some problem with the motherboard where the pcie works on x8 instead of x16 but it works on 4.18 and Windows 7

Edit: Also my root and home folders are on a M.2 PCIe NVMe and my boot is on a Kingston SSD
