I was under the impression at least for SB and IVB and Haskell, the Intel pstate driver in kernels 3.9+ handle the turbo frequencies.

Samsung is cheating
Interesting to see Samsung involved in CPU boosting since they're using it to cheat in benchmarks.
When it detects that a benchmark is running it overclocks the CPU.
