AMD doesn't need Ampere to be able to design ARM server cores, since they've done it the past. According to Anandtech's interview with Mike Clark Zen was also co-developed with K12, which was supposed to be a custom ARMv8. I'm pretty confident AMD would have no problems with bringing out a modern ARM design if they wanted to.

I don't think PC OEMs really want it, at least not without some bundled feature like Qualcomm's 4G/5G.

Heck, AMD (allegedly) couldn't even convince OEMs to use Van Gogh.
