LLVM Lands Performance-Hitting Mitigation For Intel LVI Vulnerability

Does this need to be enabled globally?
Isn't it enough to enable it in stuff like some libraries, login managers, web browsers and such?
I wouldn't mind a small performance degredation in my web browser for some added security.
