          RoCE is very useful for large scale databases, and there are datastructures which are optimized for it. I suspect there is a market for it in China's networked services sector (particularly in search).

              The China Government is pushing the Made in China 2025 initiative which clearly aims to lock out US technology and it is working:

              Unlike Qualcomm, Huawei will be in this game for a long time. China needs a server chip of its own. And they will ensure enough resources are dedicated to making it succeed.
