      Is it throttling or is it just not using maximum turbo states? From the reviews around I've seen all-core turbo of ~3.5GHz while the base clock is 3.0GHz. The thermal/turbo management on Zen-based processors is very impressive. It can eliminate the need to manually overclock a 2700X for example. The biggest Threadrippers are basically 4 CPUs stitched together with 250W TDP so keeping this running stably while dynamically maximising performance is not easy.

      Very big Intel CPUs also have lower maximum temperatures.
