For the sake of older platforms, I think the 7800 tier will be x16 of either 4.0 or 5.0. It's only the 7700 tier, where I think they'd go to x8. At that level, there shouldn't be a significant difference in PCIe 4.0 x8 or x16. TechPowerUp has regularly revisited the subject of PCIe scaling, and while I disagree with some of their conclusions, it's true that the impact (on any but the newest, top-tier cards) tends to be limited to a handful of outliers. And even then, we're still talking about single-digit % slowdowns.
