    If he's talking about AMD chips, those do have software unlockable cores sometimes. The problem is those cores were often disabled because they failed testing at some point. This isn't always true, sometimes AMD disables some perfectly good cores just to meet sales targets. But I'd expect lots of CPU and / or L1 cache errors.

    As far as I know about Intel chips they disable cores and / or Hyperthreading but they disable it on the silicon itself and there's no way to unlock it in software.
