Actually Samsung delivered the v4l2 m2m standard years ago. And the last few years more and more SoC providers are adhering to it, and even improving it. I think RPi was not that long ago and still experimental. Most implementations (including steam link for the rpi) use the proprietary binary blob, which makes the steam link app for the rpi pretty much that: a broadcom app.
