Vulkan 1.0.51 Released

What better way to celebrate the Phoronix birthday than a new Vulkan update!

Vulkan 1.0.51 is now available and it doesn't include any new extensions but does provide a number of fixes. Vulkan 1.0.51 resolves five issues reported via GitHub and seven fixes for internal issues. Nothing too exciting with the update but some clarifications in the documentation and other clean-ups.
