GIMP 2.3.18 Development Release

It was only recently that the GIMP 2.3.17 development release was made available, but some crashes in GIMP 2.3.17 warranted a quick release of GIMP 2.3.18. Some of the other changes include adding support for loading .abr v6 Photoshop brushes, improved usability of color scales, and improved display quality of zoomed-out image view.
