When it comes to the computational tests, it depends upon the particular application, but most software on most common x86 processors will perform the same between Ubuntu 12.04.2 LTS and Ubuntu 13.04. In terms of kernel-level work, there wasn't anything too majorly exciting between Linux 3.5 to 3.8 that affects the performance widespread and between GCC 4.6 and GCC 4.7 most of the optimizations and work just affect the very latest (and future) Intel/AMD processors.
