Intel Linux Driver Almost Neck-And-Neck With Windows 8.1

The Nexuiz performance regressed in Mesa Git over Mesa 9.2.1, but when using Ubuntu 13.10 stock or with the Linux 3.13 kernel the "Ivy Bridge" HD Graphics 4000 performance on Ubuntu was just a few frames behind the Windows 8.1 graphics driver.

With OpenArena there is no performance regression on Mesa Git master but no real change in performance out of the Mesa or kernel upgrade. The Windows 8 performance for OpenArena 0.8.5 is now less than 20% faster of where it is on Linux.

With the OpenArena 0.8.8 release that makes use of GLSL shaders and other functionality on the ioquake3-based software, Ubuntu Linux with the open-source driver is faster than Windows 8.1 Pro x64 on the latest Intel driver.

The Windows driver also had much larger spikes in the frame latency than the Intel Linux driver.
