Using the performance governor did provide small benefits to some of the web browser benchmarks.

After running dozens of benchmarks on the four tested CPUFreq governors with Linux 5.3 Git, the "performance" governor to no surprise was the fastest with being about 4% faster overall than the ondemand governor. Using the "schedutil" scheduler utilization governor led to about a 5% drop in performance overall compared to the widely-used ondemand governor. The next round of Ryzen CPUFreq benchmarks will also be looking at the performance-per-Watt metrics, but generally from our past findings have shown those to be close as well.
