So good they are releasing more often in the open source driver area, but still no power management.

Power management will get there when somebody codes it there. Not before, but possibly after.

The status page shows it is a WIP and there was an article recently that showed the driver already doing a fair job of being power efficient. Sure, plenty of room for improvement and such, but at least there is something there

In order to benefit from this R600/700 acceleration, however, an updated kernel DRM is required.
Can someone clarify, updated from what? Is this update available somewhere?

With this driver and a RadeonHD 4850 would I get 3d acceleration or just xv?

This driver + updated Kernel DRM will both be avaible with Ubuntu 9.04. In fact, they will be uploaded this weekend. So Ubuntu 9.04 supports 2D EXA acceleration and Xv video acceleration for every AMD card there is.
