Try the latest oibaf and see if it works. Oibaf drivers do work with Mint 16. Also which Mint? Cinnamon Mint UI sucks for 3D applications. It tends to freeze up. Try MATE, KDE, or XFCE versions of Mint.

Michael can you run some benches with compositing on or off in various 3D tests for OSS drivers?
Michael, have you ever considered seeing if you can flash a 6970 BIOS to your 6950 to unlock the extra cores? Many 6950s can do this without an issue, so in effect there are more 6970s than there are 6950s out there, so it'd make for a better comparison.
Any news from the FOSS-team regarding when it will start working? They probably have a backlog item/release plan for it.
