Sometimes when you upgrade from one driver to the next it is usefull to delete the cache:

rm -rvf ~/.steam/root/SteamApps/common/Serious\ Sam\ 3/Temp/ShaderCache/

Just tested Catalyst, about 10fps, and other games are below <30fps.
