I'm more interested in the port to Qt5 and Wayland - it's not going to be part of 4.13, right?

That is in alpha at the moment and is called "KDE Frameworks 5". Most of the work on the platform are going on there at the moment, this time around though it is a staggered release which means it will be a while before a lot of the applications are ported.

KDE 4.13 likely won't be too exciting on the feature front since most of the work right now is about KDE Frameworks 5 / Qt5 integration and other tasks
Obviously this is only applies if, like the article, one uses KDE as a synonym for Plasma Desktop.

For those of us, who consider KDE to be the source of many applications we use day in, day out, most of the work right now is about work on these applications.
For those who use KDE as the umbrella term, this is also the case.

For any but the first group the statement of the article will start to make sense once KDE Frameworks 5 is released and actual application porting starts.

    Cheers,
