This is the prelude to logical replication, bi-directional (multi-master) replication, external cache-invalidation and concurrent ALTER/CLUSTER/VACUUM FULL of tables, as well as various other potential features. Won't do a great deal in 9.4, but should mean 9.5 will have some big new features that build upon it.
