Proprietary drivers is just black box and you'll never know why exactly they perform good or bad. Both AMD and Nvidia want to compete, but in same time both want people to buy new graphics cards more often and this mean they're not interested in big improvements for old GPUs.

It's doesn't mean that it's will be done, but with open source drivers such improvements can be technically possible while main target of proprietary drivers is better performance for GPUs they sell here and now with little effort to not break support for old ones.

What does any of that have to do with CF or SLI? That market is focused on the newest, fastest, most expensive cards out at any given time. It's exactly the target market you are saying they focus on.

I think it's easy. Vendors have no interest in seriously improving performance of proprietary drivers for GPUs they already sold.
So if CrossFireX/SLI work bad on proprietary drivers it's not mean that's can be improved.

But CF and SLI are for new cards. That's my point.
