Could someone please explain what an "over-the-top" device is?

From AT, this is the same as an A12 except for a more efficient memory subsystem and support for CCI( thus big.LITTLE). This results in a CPU that is about 14% faster than an a12, or about the same as an a15 but using a great deal less energy.

A device that goes way overboard in every aspect of its design? A device that has too much of everything?
