Short answer: yes, they are attempting to create a common interface for "all" cpu turbo/boost schemes.
I was under the impression at least for SB and IVB and Haskell, the Intel pstate driver in kernels 3.9+ handle the turbo frequencies.
why software manager? i think new intel cpu the turbo is controlling by hardware
