    I'm a bit confused by this. Wouldn't stock GNOME Shell represent a "decent configuration" of GNOME 3?

      It's only meant as concept how to improve Gnome. They don't intend to create a own distribution.

        Distros build installers, not DEs. They are intending to build an installer.Hence, it seems like the goal will be to become a distro.
