install phoronix-test-suite for windows 7,but network-setup is fail.

I use phoronix-test-suite for windows 7 , install the php-gtk2 and PHP 5.3.14.
I use the cmdhoronix-test-suite list-tests ,but output error. I set the proxy that use cmdhoronix-test-suite network-setup ,it output fail, but i can accessing internet
