Phoronix: Qt Is Exploring A Google V8 JavaScript Engine

While the Nokia-Microsoft Windows Phone 7 deal may have dampened the outlook for Qt by Nokia corporate, their engineers continue working constantly on improving this free software tool-kit. It would be kinda cool to take the Gnome 2.x UI and implement it with Qt/KDE tech. It would be so must faster to run and develop... Oh wel...

The choice of words is probably a bit too dramatic.
It's normal in big corporations that developers can't just release stuff. They need to get the OK from either the legal department or the team head.
While V8 works with WebKit, it's technically a separate project and incorporating a new FOSS project into Qt means likely that someone within Nokia had to give his/her OK first.

Actually it was because they have a bunch of new tech already coming out and the js engine they have now already works. Qt developers are allowed to work on what ever they wan't in there free time Qt4 is lgpl and opensource you know.
