I'm not sure if the solution in this blog post (http://blog.jasondonenfeld.com/190) is well-known or not, but apparently it fixes "the horrible resizing and performance bug with FGLRX and KDE4".
They re-invented a patch that existed for a long time now (and in a shorter form; those guys deleted the function instead of just removing the function call.) "107_fedora_dont_backfill_bg_none.patch".
