Should be expected. You are running XGL and XGL doesn't allow any other X Extensions from being exposed except a certain set. You need to log out, flick back to gdm greeter, login into a non-XGL desktop and run atipower and then log back out and go into XGL.

You were right again this time. Well, both aticonfig --lsp and ./atipower give me just one option/status.

BTW, I don't understand how Xgl interferes with Powerplay status!
