The problem you describe is a limitation of X.org, so it doesn't matter what distro you use.

Afaik reaches all the way to kernel, not just X.org. And yes, same problem should be on all distros for now. I got the idea the devs visioned a while ago a system where multiple users could all use DRM (It was both more powerful and complex than that but I don't remember what the graph I saw exactly said) and it would solve this problem but we still need to wait a while. Rest assured though, developers are aware of this issue.
