So why does ubuntu get the new drivers, while debian testing users have to put every package on hold to prevent accidental upgrades...

From the Debian bug tracker:

This is what I am currently packaging as 1:14.6~ga14.201-1 (AMD also
provided us this release).

Just add the experimental distro to your sources list, pin it properly, and then you should be able to enjoy the new driver on Debian/testing as well.
Or, if this doesn't work, download the source package and build it against the latest testing.
