      On X11 not really (gnome-settings-daemon used to do this; and passing it on to the xserver) on wayland yes. Which is the primary reason for the change. Input is handled by the compositor on wayland. Having different components handling the input setting application based on which session type you run would only complicate things, so we have a shared interface in mutter with an implementation for x11 and wayland.

        its not like you can use gnome without mutter and with a different window manager like it was possible in gnome 2 so I think that makes no big difference to todays situation.

          I believe that the window manager is required in order to determine which window received input, and which processes can access and alter that input?

            No (on X11 at least; on wayland its a different story).
